Job Summary
Catholic Relief Services (CRS) is seeking a MEAL Manager II to provide technical and management leadership for Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across the Tanzania, Mozambique, and Lesotho (TaMoLe) Hub.
The successful candidate will lead the design and implementation of effective monitoring systems, strengthen accountability mechanisms, support evaluations, promote organizational learning, and ensure compliance with CRS and donor standards. The role also includes staff management, capacity building, proposal development, and providing surge support during emergencies or critical project periods.
Key Responsibilities
MEAL Leadership
- Provide technical oversight and management support for MEAL systems across projects.
- Support project design, start-up, implementation, close-out, and emergency response activities.
- Ensure compliance with CRS policies, donor requirements, and industry best practices.
- Provide surge MEAL leadership during staffing gaps, evaluations, and project transitions.
Data Management & Accountability
- Develop and oversee data management systems.
- Strengthen Feedback and Complaint Response Mechanisms (FCRM).
- Ensure accountability to beneficiaries.
- Promote data quality and adaptive management.
Evaluation & Learning
- Design evaluations and develop Terms of Reference (TORs).
- Facilitate cross-learning initiatives and knowledge-sharing events.
- Document lessons learned and promising practices.
- Promote innovation and technology use within MEAL systems.
Proposal Development
- Lead MEAL components of funding proposals.
- Develop MEAL budgets and staffing plans.
- Support responsible program growth aligned with organizational priorities.
Capacity Strengthening
- Train and mentor MEAL staff and partner organizations.
- Develop individual staff development plans.
- Strengthen organizational MEAL capacity across the hub.
Regional Coordination
- Prioritize support across Tanzania, Mozambique, and Lesotho based on operational needs.
- Adjust support according to staffing, emergencies, funding opportunities, and strategic priorities.
Required Qualifications
- Bachelor’s Degree in International Development, Statistics, Economics, or a related field.
- Minimum 5 years of relevant field experience.
- At least 3 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL).
- Strong quantitative analysis skills.
- Experience with:
- SPSS
- Power BI
- CommCare
- GIS
- ICT4D applications
- Experience using qualitative research methods.
- Experience managing MEAL systems for moderately complex projects.
Preferred Qualifications
- Master’s Degree.
- Staff management experience.
- Experience designing and managing program evaluations.
- Ability to use evaluation findings to improve program performance.

Travel Requirement
- Willingness to travel frequently (approximately 40%) within Tanzania, Mozambique, and Lesotho, depending on project needs.
