Background

Climate change is placing increasing pressure on Tanzania’s health systems, creating significant risks including:

  • Vector-borne diseases
  • Waterborne infections
  • Food insecurity
  • Poor air quality
  • Heat-related health impacts

Rising temperatures, prolonged droughts, floods, and extreme weather events are affecting healthcare delivery and damaging critical infrastructure such as:

  • Health facilities
  • Energy systems
  • Water and sanitation services
  • Medical supply chains

Vulnerable populations, including children, women, outdoor workers, and urban poor communities, face increased risks to their health and livelihoods.

Tanzania’s vulnerability to climate change highlights the need to strengthen national capacity for climate adaptation and build resilient health systems.


Health National Adaptation Plan (H-NAP) 2026–2030

The Ministry of Health (MoH), in collaboration with:

  • World Health Organization (WHO)
  • UNICEF
  • Vice President’s Office
  • Other stakeholders

is developing the Health National Adaptation Plan (H-NAP) 2026–2030.

The draft plan is based on vulnerability assessments identifying:

  • Increased risks of water-, vector-, and foodborne diseases
  • Growing gender inequalities linked to climate impacts
  • Disruption of healthcare services during climate-related emergencies
  • Need for stronger resilience in health facilities and communities

The H-NAP aims to provide a framework for integrating climate adaptation strategies into national health planning while aligning with WHO standards and supporting evidence-based interventions.

WHO is seeking a National Consultant to support the finalization of the H-NAP, with emphasis on:

  • Heat-health interventions
  • Cross-sector collaboration
  • Sustainable implementation mechanisms
  • Protection of vulnerable populations

Purpose of the Consultancy

The consultant will provide technical expertise to finalize the Health National Adaptation Plan (H-NAP) 2026–2030 by:

  • Ensuring accuracy and relevance of technical information.
  • Integrating heat-health interventions.
  • Aligning strategies with WHO guidance and Tanzania’s health priorities.
  • Strengthening climate-sensitive disease adaptation measures.
  • Supporting resilient health infrastructure planning.
  • Ensuring gender-responsive and equity-focused approaches.
  • Promoting country ownership and sustainable implementation.

Scope of Work and Responsibilities

The consultant will work closely with the Ministry of Health technical team and international consultant to undertake the following tasks:

1. Stakeholder Engagement

  • Facilitate consultations with:
    • Ministry of Health
    • WHO
    • UNICEF
    • Civil society organisations
    • Academic institutions
    • Development Partners Group (DPG) Health
  • Ensure broad stakeholder participation and ownership.

2. Technical Validation

  • Support validation of climate-sensitive health data.
  • Review maternal and neonatal health indicators.
  • Ensure relevant evidence is incorporated into the H-NAP.

3. Framework Development

  • Support development of a conceptual framework linking:
    • Climate change drivers
    • Health risks
    • Health outcomes
    • Adaptation interventions
  • Guide prioritisation of climate-health actions.

4. Data Review and Updates

The consultant will:

  • Update data related to:
    • Climate-sensitive diseases
    • Extreme weather impacts
    • Health infrastructure vulnerabilities
  • Translate findings into practical adaptation measures.

5. Heat-Health Integration

Ensure the H-NAP includes interventions addressing heat-related risks, including:

  • Early warning systems
  • Occupational safety measures
  • Community awareness campaigns
  • Public health preparedness strategies

6. Cross-Sector Collaboration

Develop mechanisms for cooperation between health and other sectors, including:

  • Agriculture
  • Water
  • Energy
  • Urban planning

to strengthen climate adaptation implementation.


7. Problem-Tree Analysis

Support the use of problem-tree analysis to:

  • Identify key climate-health challenges
  • Define intervention pathways
  • Prioritise adaptation strategies

8. Operational Planning Support

Provide guidance on:

  • Consultation scheduling
  • Virtual meetings
  • Coordination mechanisms
  • Technical team participation

9. Review of Action Plan

Assess the draft action plan to ensure:

  • Activities are practical
  • Interventions are cost-effective
  • Actions are geographically inclusive
  • Implementation mechanisms are realistic

10. Finalization of H-NAP Document

Work with the international consultant to:

  • Incorporate stakeholder feedback
  • Finalise the H-NAP document
  • Prepare the document for validation and adoption

Duration of Assignment

The consultancy assignment will be completed within:

4 months from the date of commissioning.


Required Qualifications and Experience

Education Qualifications

Essential:

Applicants must have:

  • Bachelor’s Degree and Master’s Degree in a relevant field such as:
    • Public Health
    • Environmental Health Sciences
    • Climate Change
    • Related disciplines

Required Experience

Essential Requirements:

Candidates should have:

  • Minimum 5 years’ experience working in:
    • Health systems strengthening
    • Climate change adaptation
    • Related areas
  • Experience working in Tanzania or similar contexts.
  • Strong knowledge of:
    • Climate-sensitive diseases
    • Heat-health risks
    • Climate change impacts on health outcomes
  • Experience developing or reviewing:
    • National health strategies
    • Climate adaptation plans
    • Policy frameworks aligned with WHO guidance
  • Ability to:
    • Validate and interpret health and climate data
    • Analyse maternal and neonatal indicators
    • Develop evidence-based recommendations
  • Proven experience working with:
    • Government ministries
    • Development partners
    • Civil society organisations
    • Research institutions
  • Strong skills in:
    • Technical coordination
    • Stakeholder consultation
