Key Responsibilities
-
Procurement Process Management: Oversee bidding timelines, handle vendor queries, establish contact with selected consultants/vendors, and execute contracts. Provide feedback to unsuccessful applicants to maintain vendor goodwill.

Compliance & Policy: Ensure all operations strictly follow BMF and donor procurement policies; maintain segregation of duties across storage, procurement, and distribution channels for robust internal control.

Contract Management: Prepare tendering documents and approve contracts; act as the Secretary to the Tender Board, ensuring its smooth functioning and implementing its decisions; collaborate with the Institutional Legal Advisor on contract drafting.

Administration & Audits: Maintain physical and digital procurement files and contract registries; generate weekly, monthly, quarterly, and annual procurement reports; support internal and external audit compliance.

Annual Procurement Planning: Develop and implement the Annual Procurement Plan (APP) for goods, works, consultancy, and non-consultancy services; report monthly and quarterly on its execution progress.
Academic & Professional Qualifications

Education: Bachelor’s degree in Materials Management, Logistics, Business Administration, or an equivalent field.

Professional Certification: Relevant Professional Certification from the Procurement & Supplies Professional and Technicians Board (PSPTB).

Experience: Minimum of five (5) years of active experience in procurement or a closely related supply-chain role.
