Movement Operations are central to IOM’s work, focusing on the organized movement of migrants and refugees. These operations are coordinated globally and implemented through country offices.

Position Title

Senior Human Resource Associate


Key Responsibilities

Recruitment & Staffing

  • Support workforce planning and staffing needs
  • Guide hiring managers on Terms of Reference (ToR) preparation
  • Draft and post vacancy notices
  • Screen and shortlist candidates
  • Coordinate interviews, written tests, and assessment processes
  • Conduct reference checks and prepare job offers
  • Manage recruitment communications

Onboarding & Pre-Employment

  • Prepare Entry on Duty (EOD) documentation
  • Coordinate medical examinations and clearances
  • Facilitate induction and orientation sessions
  • Enroll staff in insurance plans and coordinate security briefings

HR Systems & Data Management

  • Maintain HR data in organizational systems with high accuracy
  • Monitor contracts, entitlements, and benefits
  • Generate and review reports and personnel documentation

Leave & Attendance Management

  • Monitor attendance and leave records
  • Generate and analyze leave reports
  • Guide staff on leave procedures and system usage

HR Operations & Employee Lifecycle

  • Support processes such as:
    • Promotions
    • Reclassifications
    • Separations
    • Disciplinary cases
  • Coordinate with regional offices and headquarters

Documentation & Reporting

  • Prepare HR reports and personnel documentation
  • Draft official correspondence, letters, and certificates
  • Maintain organized electronic and physical filing systems

Performance Management & Training

  • Monitor performance evaluation processes
  • Provide guidance on performance systems
  • Coordinate staff training and development activities
  • Assess training needs and maintain records

Advisory & Support

  • Provide guidance to staff on HR policies and entitlements
  • Respond to both standard and complex HR inquiries
  • Assist in resolving sensitive HR cases

Process Improvement & Coordination

  • Identify areas for improvement in HR processes
  • Recommend updates to procedures
  • Participate in inter-agency HR working groups

Supervision

  • Guide, train, and monitor junior HR staff

Additional Duties

  • Perform other related tasks as assigned

Qualifications

Education

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field with at least 4 years of experience
    OR
  • High school diploma with at least 6 years of relevant experience

Experience & Skills

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • SAP experience is an advantage
  • Strong attention to detail and organizational ability
  • Ability to handle confidential information
  • Experience in multicultural or international environments is an advantage
  • Strong interpersonal and communication skills

Languages

  • Fluency in English and Swahili (oral and written) is required
