Job Opportunity: Senior Site Engineer – Project Construction & CNG Infrastructure

Overview

Role Objective

We are seeking an experienced Senior Site Engineer to act as the Owner’s Technical Representative. The successful candidate will be responsible for the direct supervision and technical auditing of the Main Contractor at the Morogoro site. The primary goal is to ensure that all civil, mechanical, and electrical works are executed strictly according to the Issued For Construction (IFC) drawings, Bill of Quantities (BOQ), and international gas safety standards within the critical 103-day project timeline.

Key Responsibilities

1. Technical Supervision & Quality Control

• Mechanical & Piping: Oversee the installation of the Pressure Reduction Unit (PRU), Metering Skid, and Gas Leak Detection systems. Ensure all MDPE (PE80) and Carbon Steel (ASTM A53) piping is installed according to ASME B31.8 and API 1104 standards.

• Welding & NDT Audit: Enforce 100% Non-Destructive Testing (NDT/X-ray) for all pressure welds as required by project specifications.

• Civil Works: Monitor the construction of reinforced concrete foundations (Class 25/19), rigid pavements for heavy tube trailers, and perimeter retaining walls.

• Special Operations: Directly supervise the Horizontal Directional Drilling (HDD) for the 25-meter Mazimbu Road pipeline crossing.

• Electrical & ICT: Validate the installation of the TPN Distribution Boards (DBT/DBCC), specialized hazardous-area LED lighting, and the earthing system (ensuring resistance $<0.5\ \Omega$).

2. Project Management & Compliance

• Timeline Management: Monitor the Main Contractor’s weekly progress to meet the fast-track delivery window.

• Materials Management: Manage the intake, inspection, and safe storage of “Free-Issue Materials” (Owner-supplied skids, pipes, and valves).

• Regulatory Liaison: Ensure all construction activities comply with EWURA (Natural Gas Rules), OSHA Tanzania, and TBS requirements.

• Documentation: Review and approve the Contractor’s As-Built Dossier, including weld maps, hydrostatic/pneumatic test reports, and operational manuals.

Minimum Qualifications & Requirements

• Education: Bachelor’s Degree in Mechanical Engineering (highly preferred) or Civil Engineering.

• Professional Registration: Must be registered with the Engineers Registration Board (ERB) of Tanzania.

• Experience:

  • Minimum 5–8 years of experience in EPC/Industrial construction projects.

  • At least 3–5 years of direct experience in Oil & Gas infrastructure, high-pressure pipelines, or CNG/LNG facilities.

• Technical Knowledge: Proven ability to interpret P&IDs, General Arrangement (GA) drawings, and structural details. In-depth understanding of ASME B31.8, API 1104, NFPA 52, and IEC 60364.

• Soft Skills: Exceptional project management, leadership in contractor meetings, and strong technical reporting in English.

• Availability: Must be willing to reside in Morogoro for the duration of the project.

Preferred Skills

• Experience in the commissioning and startup of gas pressure reduction stations.

• Certification in Welding Inspection or NDT Level II.

• Previous experience working on projects regulated by EWURA and TARURA/TANROADS.
