Special Task Project Driver (PD) – RISE Project

Project Overview

The Reaching Impact, Saturation and Epidemic Control (RISE) project is funded by the U.S. Department of State (DoS) to support:

  • Malaria prevention
  • Diagnosis and treatment
  • Disease surveillance
  • Monitoring and evaluation

The project operates across Mainland Tanzania and Zanzibar in collaboration with:

  • The National Malaria Control Programme (NMCP)
  • The Zanzibar Malaria Elimination Programme (ZAMEP)
  • Regional Administration and Local Government (RALG)

The initiative aims to strengthen malaria control efforts, improve service quality, and enhance health system performance and resilience.


Position Summary

For the duration of the Targeted Mass Campaign (TMC) for Insecticide-Treated Net (ITN) distribution in Lindi Region, the Special Task Project Driver will provide dedicated transport and logistics support to the RISE project team.

The successful candidate will assist in transportation, logistics coordination, ITN distribution activities, and vehicle management while ensuring compliance with Jhpiego policies and the Tanzania Road Traffic Act.


Key Responsibilities

1. ITN Distribution and Logistics Support

  • Participate in the receipt, counting, verification, loading, and unloading of ITNs.
  • Support transportation and distribution of ITNs and campaign materials.
  • Ensure accurate documentation during distribution activities.
  • Safeguard ITNs and campaign supplies while in transit.
  • Report any losses, damages, or discrepancies immediately.

2. Transport Services and Campaign Deployment

  • Provide transport services to project staff, partners, and authorized personnel.
  • Support route planning and daily deployment schedules.
  • Facilitate timely movement of campaign teams and materials.
  • Transport project property and campaign documentation according to approved plans.

3. Vehicle Operation and Maintenance

  • Operate assigned project vehicles, fuel cards, devices, and accessories for official purposes only.
  • Ensure vehicles remain:
    • Clean
    • Safe
    • Roadworthy
    • Properly maintained
  • Conduct routine vehicle inspections.
  • Report mechanical faults, incidents, or accidents promptly.

4. Documentation, Fuel Management and Compliance

  • Maintain accurate:
    • Vehicle logbooks
    • Mileage records
    • Fuel records
  • Reconcile fuel consumption and submit reports on time.
  • Ensure driving licenses and vehicle documentation remain valid and updated.
  • Comply with Jhpiego policies and Tanzania road transport regulations.

5. Safety and Professional Conduct

  • Adhere to road safety requirements and traffic regulations.
  • Practice defensive driving at all times.
  • Demonstrate professionalism and respect when interacting with:
    • Staff
    • Government officials
    • Service providers
    • Community members
  • Maintain confidentiality and safeguard project assets and passengers.

6. Coordination and Operational Support

  • Coordinate with the Senior Program Officer regarding:
    • Transport schedules
    • Vehicle maintenance
    • Campaign logistics
  • Work closely with:
    • District teams
    • Warehouse personnel
    • Distribution teams
    • Transport service providers
  • Perform other campaign-related duties as assigned.

Required Qualifications

Applicants must possess:

Educational and Professional Requirements

  • Valid Class “C” Driving License.
  • Certificate of Advanced Driver’s Grade Two (VIP) from the National Institute of Transport (NIT) will be an added advantage.
  • Basic knowledge of vehicle mechanics.

Experience

  • Minimum 5 years of professional driving experience.
  • Experience working with an International Non-Governmental Organization (INGO) is desirable.
  • Experience supporting large-scale community campaigns or field operations.
  • Experience supporting ITN distribution campaigns or public health commodity distribution programs is an added advantage.

Skills and Competencies

  • Strong teamwork and interpersonal skills.
  • Ability to work effectively with:
    • Government officials
    • Community stakeholders
    • Project staff
    • Service providers
  • Ability to work in rural and field-based environments.

Deployment Requirements

  • Willingness to be based in Lindi Region throughout the assignment.
  • Ability to travel extensively across all councils within Lindi Region.
  • Availability to work:
    • Weekends
    • Public holidays
    • Extended hours during campaign implementation

Preferred Qualifications

  • Basic computer skills, including:
    • Email
    • Internet
    • Microsoft Office Applications
  • Ability to use digital devices and applications.
  • Good communication skills in both:
    • Kiswahili
    • English
