Main Purpose of the Job

The Watsan Manager is responsible for planning, coordinating, implementing, and monitoring project logistics activities related to water, health, and sanitation (WaSH) in accordance with MSF protocols and standards, ensuring the effective operation of the project.

Key Responsibilities

  • Plan, develop, and review the annual budget for Watsan activities.
  • Monitor daily implementation of Watsan activities and ensure compliance with MSF standards and procedures.
  • Design, implement, and manage Watsan interventions, including:
    • Water supply
    • Excreta disposal
    • Waste management
    • Hygiene
    • Infection control
  • Conduct routine Watsan assessments with medical teams.
  • Support emergency-response strategies and resource planning.
  • Ensure appropriate procurement, technical specifications, and stock management of Watsan materials and equipment.
  • Participate in recruitment, training, briefing, evaluation, and professional development of staff.
  • Ensure adequate staffing and technical capacity within the area of responsibility.
  • Provide technical support to medical teams on environmental and infection-control risks.
  • Integrate Watsan activities into medical interventions, project proposals, and work plans.
  • Ensure proper Watsan data collection, analysis, monitoring, and reporting.

Section- and Context-Specific Responsibilities

Leadership Transition and 2027 Strategic Planning

  • Lead the technical design, budgeting, and WaSH inputs for the Liwale project’s 2027 Plan of Action.
  • Complete onboarding and take over supervision of remaining WaSH works.
  • Supervise and mentor the Watsan Supervisor and Technicians.
  • Coordinate technically with the District Environmental Health Office.
  • Integrate joint priorities and cost-sharing proposals into annual plans.

Operations, Maintenance and Technical Sustainability

  • Lead refresher training for Reverse Osmosis (RO) systems.
  • Establish preventive-maintenance schedules for RO systems and Dosatron units.
  • Oversee water-quality monitoring and local chlorine production.
  • Monitor and escalate water-quality breaches.
  • Use borehole-performance data to guide procurement and installation of backup pumps.
  • Coordinate vector-control activities, including indoor residual spraying.

Operational Continuity and Emergency Preparedness

  • Lead WaSH emergency-preparedness and stock pre-positioning.
  • Strengthen healthcare waste-management practices.
  • Promote waste reduction, energy efficiency, and environmentally sound construction.
  • Provide concise, data-driven monthly reports.
  • Maintain technical documentation for audits and eventual handover to the Ministry of Health.

Candidate Requirements

Education

Applicants should have:

  • A higher degree in Civil, Environmental, or Water Engineering, or Public Health, a diploma, or equivalent relevant training.
  • An academic background in engineering.
  • An engineering license or certificate is an added advantage.
  • Watsan in Emergencies training within MSF is strongly recommended.

Experience

Applicants should have:

  • Previous experience in technical water and sanitation works.
  • At least 6 months of hands-on field emergency WaSH experience in a humanitarian or international development setting.
  • Experience implementing or promoting at least two of the following is desirable:
    • Water supply
    • Excreta disposal
    • Waste and wastewater management
    • Vector control
    • Dead-body management
  • Experience preferably gained in at least two different contexts, such as conflicts, natural disasters, refugee camps, or internally displaced persons (IDP) camps.
  • A public health background or experience is desirable.

Language Requirements

  • Good spoken and written English
  • Good spoken and written Kiswahili

Computer Skills

Essential computer literacy, including:

  • Microsoft Word
  • Microsoft Excel
  • Internet use
